Development History
Shenyang Fulin Special Transformer Co., Ltd. was established in 1991 under the original name of Shenyang Limin Switchgear Factory. In 1996, to better align with market trends and enhance its competitive position, the company formed a strategic partnership with the former Shenyang Special Transformer Factory and was subsequently renamed as the First Branch of Shenyang Special Transformer Factory. Despite maintaining its status as a private enterprise, there was no formal affiliation between the two entities. In 2003, following the dissolution of the Shenyang Special Transformer Factory, the partnership officially terminated. The same year, the First Branch was formally renamed Shenyang Fulin Special Transformer Co., Ltd., establishing itself as an independent legal entity. Over time, the company has evolved into a high-tech enterprise that integrates research and development, design, and manufacturing, specializing in the production of special transformers.

The company's original location was at No. 3, Yulin Road, Linsheng Town, Sujiatun District, Shenyang City. In 2005, due to rapid expansion, the existing facilities could no longer support the company's growth requirements. Consequently, the company acquired new land in the Linsheng Electrical Industrial Park, Sujiatun District, Shenyang City, Liaoning Province, to construct a new factory, which was completed in 2006. That same year, the company relocated its operations to the new facility located at No. 70, Qingzhou Street, Sujiatun District. The new factory site spans over 33,000 square meters, with a building area exceeding 21,000 square meters. The company has a registered capital of RMB 100 million and employs more than 380 staff members, including over 10 senior technical professionals and over 20 mid-level technical professionals. The company boasts an annual production capacity of 5,000 MVA and possesses comprehensive capabilities for the research and manufacture of various power and special transformers up to 110kV. Its product range includes oil-immersed power transformers, electric furnace transformers, rectifier transformers, distribution transformers, wind power generation substations, as well as epoxy resin cast dry-type transformers, impregnated dry-type transformers, special dry-type transformers, and their associated radiator components, all rated up to 110kV. The company is capable of providing system solutions and products that meet both standard and specialized needs across domestic and international markets, particularly in the power systems, coal, chemical, and metallurgy industries. The company's products have been successfully deployed in over 20 provinces, municipalities, and autonomous regions in China, as well as in numerous countries and regions across Europe, Asia, and Africa.
With continuous growth, the company established a dedicated Technology Research and Development Center (TRDC). The TRDC is staffed by senior and intermediate-level technical personnel with extensive experience in design and development. Many team members have undergone training and gained valuable experience at renowned international enterprises, as well as accumulated rich industry-specific expertise domestically. The TRDC employs advanced computer-aided design (CAD) systems to optimize product design, ensuring that the company's products, technologies, and manufacturing processes integrate leading-edge innovations from both domestic and international sources. This integration has resulted in distinctive products and processes that embody the company's unique characteristics. The economic and technical performance indicators of these products and technologies are among the best in the industry, with key performance metrics fully compliant with international IEC standards. To date, the TRDC has secured 114 national patents, including 6 invention patents.
As of 2011, the company possessed more than 200 units of advanced production and inspection equipment. It featured excellent manufacturing processes and precise inspection data, fully complying with the requirements of various standards and technical agreements.
By integrating advanced information management systems such as OA and leveraging diverse professional management and technical resources, the company adheres to an excellent management philosophy and draws on extensive practical experience. This ensures swift, efficient, stable, and highly adaptable operations, enhancing the company's comprehensive manufacturing capabilities and providing robust support for product development and manufacturing.
The company successfully completed the quality system certification in 2008, adhering to the requirements of the GB/T19001-2000 and ISO9001:2000 quality management system standard. The company rigorously implements and enforces its quality management system, guided by the quality policy: "Survive through quality, develop through technology, enhance efficiency through management, win customer trust through integrity, and continuously improve to deliver products and services that exceed customer expectations." The company consistently prioritizes our customers, meeting their needs through high-quality products and comprehensive pre-sales, in-sales, and after-sales services.
Administrative Organization
Shenyang Limin Switchgear Factory (1991–1995)
Shenyang Limin Switchgear Factory was established in 1991 and situated at No. 3, Yulin Road, Linsheng Town. It operated as a private enterprise, specializing in the production of miniature transformers and low-voltage switches. During its early years, the factory had only a dozen employees, with management responsibilities held solely by the factory director. Due to market conditions, the factory ceased operations voluntarily at the end of 1995.
The First Branch of Shenyang Special Transformer Factory (1996–2003)
In 1996, the First Branch of Shenyang Special Transformer Factory was established on the former site of the Shenyang Limin Switchgear Factory. It operated as a private enterprise with Wei Fulin serving as the factory director. The Shenyang Special Transformer Factory was a collective enterprise in the Shenyang area, primarily engaged in the production of special transformers. The Shenyang Special Transformer Factory and its First Branch established a horizontal business cooperation relationship, but there was no substantive subordinate relationship between them. The primary reasons for establishing the First Branch were:
- The market for special transformers showed significant potential and promising prospects at that time.
- In its early stages, the branch lacked market recognition and the capability to expand its market presence.
- Initially, the enterprise faced deficiencies in technology, craftsmanship, and management practices.
Through this horizontal alliance, the enterprise achieved substantial growth. This cooperative relationship concluded in 2003 when the Shenyang Special Transformer Factory was dissolved.
Shenyang Fulin Special Transformer Co., Ltd. (2003–Present)
In February 2003, following the dissolution of Shenyang Special Transformer Factory, its First Branch was renamed Shenyang Fulin Special Transformer Co., Ltd. The legal representative became Wei Fulin, the chief engineer became Han Zhutian, and the chief accountant became Wei Jinlan. The company transformed into a fully independent private enterprise. Over the past three decades since its establishment, the company has undergone remarkable transformations, evolving from an obscure family business into a large-scale enterprise. Throughout this period, the company has made significant and indelible contributions to the development of the national power industry and economic construction. It has now become a well-known transformer manufacturing enterprise both regionally and nationally.
