Chapter 1 General Provisions
Article 1
To further strengthen and standardize the company’s bidding and tendering work, regulate the management of bidding activities, clarify the responsibilities, rights, and interests of all links in the bidding process, and fully mobilize the work enthusiasm of all departments, these Management Measures are formulated.
Article 2
Bidding work must comply with laws and regulations such as the Bidding Law and Contract Law, implement relevant standards issued by the state and industry, and adhere to the provisions of relevant documents formulated by the company.
Article 3
The company’s bidding work shall implement a responsible person system under the leadership of the Chairman, with supervision by the Deputy General Manager and specific responsibility undertaken by the Bidding Team.
Chapter 2 Management Organizations and Responsibilities
Article 4
The company shall implement an operation mechanism under the leadership of the Chairman, with supervision by the Deputy General Manager, specific responsibility undertaken by the Bidding Team, and coordination among various business functional departments.
Article 5
Before project bidding, the project sales person-in-charge shall report the basic information of the bidding project to the Deputy General Manager. The Deputy General Manager shall organize a special meeting on project bidding, establish and form a Bidding Team, and clarify the division of tasks and responsibilities for team members.
Article 6
Composition of the Bidding Team:
- General Guidance: Chairman, Deputy General Manager
- Team Leader: Bidding Liaison Person-in-Charge
- Team Members: Project Sales Person-in-Charge, Technical Department Person-in-Charge, Engineering Department Person-in-Charge, Purchasing Department Staff, Administrative Department Staff (other departments and personnel may be invited to participate based on the project type, scale, and difficulty level).

Responsibilities of the Deputy General Manager
The Deputy General Manager shall be responsible for supervising and reviewing the project bidding work, coordinating relevant matters, and making final review decisions on bid documents. -
Responsibilities of the Bidding Team Leader
The Bidding Team Leader shall be responsible for drafting the commercial plan of the bid, overall coordination and supervision of the Bidding Team, task allocation, reviewing various bid documents, binding bid documents, on-site bidding, signing contracts after winning the bid, and refunding the bid security. -
Responsibilities of the Project Sales Person-in-Charge
The Project Sales Person-in-Charge shall be responsible for coordinating various work during the project bidding period, supervising the progress of various tasks of the Bidding Team, and providing comprehensive support and cooperation for the bidding work. -
Responsibilities of the Technical Department (Technical Support)
The Technical Department (Technical Support) shall be responsible for drafting the technical plan of the bid, preliminary review of the plan, and assisting the Team Leader in binding bid documents. -
Responsibilities of the Engineering Department
For projects involving integrated engineering, the Engineering Department shall be responsible for drafting the technical plan of the bid documents, preliminary review of the plan, and assisting the Bidding Team Leader in binding bid documents.
Article 8
Responsibilities of Supporting Departments

Purchasing Department
Shall be responsible for providing equipment procurement prices involved in the bidding project, the company’s business license, qualification certificates, and other relevant materials; and cooperate with the Bidding Team in purchasing bid documents, on-site bidding, and binding bid documents. -
Administrative Department
Shall be responsible for cooperating with the Bidding Team in printing, binding, and stamping bid documents, providing support for contracts and qualification documents, and ensuring logistics support for the bidding work.
Chapter 3 Bidding Management
Article 9
Based on the actual situation of the project, the company may adopt various bidding methods such as independent bidding and joint (cooperative) bidding with other entities.
Article 10
The Sales Department shall, based on the preliminary research of the project, report to the Chairman and Deputy General Manager for review before deciding whether to participate in the project bidding.
Article 11
Based on the type of the bidding project, the workload scale, and difficulty level, the Deputy General Manager, Bidding Team Leader, and Project Sales Person-in-Charge shall consult and determine the members of the Bidding Team.
Article 12
Review of Bid Documents
- In accordance with the requirements of the tender documents, the Bidding Team Leader shall be responsible for reviewing the format, requirements, data, and other materials of the commercial part of the bid documents.
- In accordance with the requirements of the tender documents, the Technical Department Person-in-Charge shall review the technical plan part of the bid documents.
- For each project that the company bids for, before the finalization of the bid documents, the Bidding Team Leader must organize all members of the Bidding Team and company leaders to conduct a review in accordance with the company’s quality management system process, listen to the review opinions of various functional departments, and combine the company’s proposed bidding strategy to form the official bid documents.

Article 14
Time Nodes for Bid Document Compilation
- From the date of purchasing the tender documents, the Bidding Team Leader shall organize team members to compile the bid documents in accordance with the timeline specified in the tender documents based on the actual project situation.
- The compilation of bid documents (including commercial and technical parts) must be fully completed 2-3 days before the bidding deadline, and the final review and binding shall be organized on the same day.
- Personnel participating in bidding in other cities must arrive at the location one day before the bidding deadline; arrival on the bidding day is not allowed to avoid delaying the bidding.

Article 15
Bid Compilation Allowance (Including Overtime Pay)
To improve the quality of bid document compilation and ensure that no major errors in bid documents affect the winning of the bid, the company shall provide a certain allowance to bid compilers based on the workload and difficulty level of the Bidding Team, combined with the bid evaluation feedback after the bid opening.

Article 16
Penalties
- If there is even one major error in the bid documents (referring to human factors that fail to meet the tender document requirements, such as omissions in the main technical plan, unreasonable technical measures, omissions in quotation, unreasonable main unit prices, inappropriate equipment configuration, or missing qualification documents), the bid compilation allowance of the project’s Bidding Team shall be deducted based on the actual situation. If the impact is severe, all members of the Bidding Team shall have a certain percentage of their monthly performance assessment scores deducted.
- For personnel who frequently make errors during the bid compilation process, the Bidding Team Leader may raise objections and has the right to refuse their participation in the bid compilation team; the relevant company person-in-charge shall conduct assessment and education for such personnel.
- For personnel who make major errors twice in a row or three times in total within one year, the company shall implement an elimination system, and such personnel may be transferred to another position, demoted with salary reduction, or directly dismissed.
Chapter 5 Supplementary Provisions
Article 17
These Management Measures are jointly determined through consultation at the meetings of the company’s General Management Office, Sales Department, Technical Department, and Administrative Office.
Article 18
The Administrative Office shall be responsible for drafting, formulating, revising, and interpreting these Management Measures.
Article 19
These Management Measures shall be implemented from the date of announcement after review and approval by the Chairman.
